A weight label, lifting course and completed TILE checklist may still leave the real manual-handling risk untouched. From workshops and warehouses to care services across the North East, a useful assessment must examine the work as performed and produce controls that change the task.
Start with avoid, assess and reduce
The Manual Handling Operations Regulations require employers to avoid hazardous manual handling so far as reasonably practicable. Where it cannot be avoided, the employer must make a suitable and sufficient assessment and reduce the risk of injury to the lowest level reasonably practicable.
That order matters. Starting with lifting technique assumes the task should continue. First ask whether the load can stay where it is, arrive in smaller units, move by conveyor or chute, or be handled using a pallet truck, hoist, lift table or other mechanical aid. Assess the residual handling only after practical avoidance options have been considered.
Manual handling includes lifting, lowering, pushing, pulling, carrying and otherwise moving or supporting a load by hand or bodily force. The load may be an object, person or animal.

TILE is a prompt, not the finished assessment
TILE is a useful reminder of task, individual, load and environment factors. Some organisations use TILEO, adding organisation. The acronym is not a statutory method, and completing four boxes does not prove that risk has been reduced.
A generic form saying 'heavy load, two-person lift, staff trained' misses the decisions that matter. How heavy and stable is the load? Where do the hands start and finish? Is the worker twisting, reaching or lifting from floor level? How often is the movement repeated? Can two people coordinate and both reach the load? Is the route obstructed, sloped, wet or poorly lit? The assessment must be specific enough to answer those questions.
Observe the real task, including the difficult version
Watch the work where and when it happens. Speak with those doing it and include deliveries, breakdowns, peak production, short staffing and awkward items. A slow demonstration in an empty bay may not represent a busy shift.
Record the load weight where known and, where reasonably practicable, give workers general indications of weight and the heaviest side where the centre of gravity is off-centre. Weight alone does not settle the risk. A lighter load held away from the body, carried repeatedly or moved on stairs may be more demanding than a heavier, well-positioned load moved once with an aid.
Look for workers leaning hard into a trolley, reporting fatigue, avoiding a task, improvising grips or seeking unplanned help. Near misses, discomfort, damage and absence patterns can show that the written method is not controlling the work.

Use the right HSE tool for the operation
HSE's simple filters can help identify low-risk handling. They are screening values, not legal weight limits or guarantees of safety. A more detailed assessment is needed where the assumptions are not met—for example, with twisting, frequent handling, team lifts, difficult grips, variable weights or people at significant individual risk.
Choose the tool that matches the work. The Manual Handling Assessment Charts, or MAC tool, cover lifting, carrying and team handling. V-MAC supports complex operations where load weights vary. The RAPP tool covers pushing and pulling, while the ART tool addresses repetitive upper-limb tasks. A coloured score helps prioritise action; it does not replace professional judgement or the duty to reduce risk.

Discuss a high-risk handling taskControl the task before relying on behaviour
Prioritise measures that remove force, poor posture, repetition and distance. Mechanical help may include a hoist, sack truck, powered tug, vacuum lifter, turntable or height-adjustable bench. Check that the aid suits the load, route and user; introducing equipment can create trapping, stability, maintenance or competence risks that also need control.
Where mechanisation is not reasonably practicable, reduce load size, improve handles, store frequent items between knee and shoulder height, shorten distances, remove level changes, improve floors and lighting, and adjust work rates or recovery time. Plan team lifts with enough space, a shared route and coordination where necessary.
If handling equipment is work equipment, selection, maintenance, inspection, information and training may also need consideration under PUWER or other equipment-specific duties.
Training supports controls; it does not replace them
HSE states that training can raise awareness and reduce risk but will not ensure safe manual handling on its own. The operation should first be designed to be as safe as reasonably practicable. Telling workers to bend their knees does not fix a load stored on the floor behind an obstruction.
Training should reflect the task and cover its risks, mechanical aids, agreed system and practical handling. The trainer should observe performance and correct unsafe practice. Managers must monitor whether the method remains usable and followed during normal work.
Account for individual capability without making assumptions
The assessment must consider individual capability. People may face increased risk because they are new to the task, young, pregnant, recently injured, disabled or living with a relevant health condition. Strength, reach and experience vary. Do not treat a chart derived from population data as a personal lifting entitlement.
Ask about difficulties through a respectful process, consider reasonable adjustments and obtain competent occupational-health or medical input where the facts require it. Controls might include changing the load, frequency, height or route; providing a different aid; reallocating part of the task; or using a phased return. A previous injury does not automatically make somebody incapable, and silence does not prove the task is suitable.
Review the assessment when the work or evidence changes
Review when there is reason to suspect the assessment is no longer valid or there has been a significant change. Triggers include a new load or supplier, changed layout, different handling aid, increased frequency, staffing change, injury, discomfort report, near miss or evidence that the control is not being used.
After introducing a control, observe the task again. Confirm that the change reduces the intended risk and has not transferred it—for example, from lifting to excessive pushing force or from manual handling to a vehicle-pedestrian conflict. Give each further action an owner and completion date.
Eight-point manual-handling decision checklist
The result should be a prioritised control plan, not simply a risk score. Where a high-risk task cannot be redesigned promptly, use suitable interim restrictions and escalate the engineering or organisational decision.
- Describe the load, start and finish points, route, frequency and people involved.
- Record how hazardous handling can be avoided before assessing what remains.
- Observe normal work and foreseeable variations rather than a staged lift.
- Consider task, individual, load, environment and organisational factors.
- Use the HSE filter, MAC, V-MAC, RAPP or ART approach that fits the operation.
- Prioritise mechanical, task, load and workplace changes before training and technique.
- Provide task-specific information, instruction, training and supervision.
- Set review triggers and verify that completed controls work in practice.
A defensible manual handling risk assessment begins by challenging the need for hazardous handling. It then observes the real task, selects the correct assessment method, considers individual capability and prioritises physical and organisational controls. TILE and training can support that work; neither completes it.
